Enjoy old-fashioned comfort food with a keto twist! This hearty Keto Mock Shepherd's Pie combines seasoned ground meat, tender vegetables, and creamy cauliflower mash beneath a golden cheddar topping. A delicious low-carb alternative to traditional Shepherd's Pie from Blissfully Keto.

A Hearty, Old-Fashioned Comfort Food Casserole with Savory Ground Meat, Tender Vegetables, and Golden Cheesy Cauliflower Mash

There's something wonderful about a homemade Shepherd's Pie coming out of the oven.

A savory meat filling bubbling beneath a generous layer of creamy mashed potatoes, with a beautifully golden topping, is the kind of comfort food that makes an ordinary dinner feel special.

But what happens when you're eating keto and want to enjoy that same homemade goodness without all the carbohydrates from traditional mashed potatoes?

You get creative!

This Keto Mock Shepherd's Pie keeps the delicious meat and vegetable filling while replacing the traditional potato topping with creamy mashed cauliflower.

And believe me, cauliflower has certainly earned its place in our Keto Mock Recipes collection!

You've already used it to create Mock Mac & Cheese, Mock Rice Pilaf, and Mock Potato Soup. Now we're giving it another job.

This time, cauliflower becomes the fluffy, creamy topping for a delicious baked casserole.

What Makes This a Mock Shepherd's Pie?

Traditional Shepherd's Pie is made with ground lamb, vegetables, and a mashed potato topping.

When ground beef is used instead of lamb, the dish is traditionally called Cottage Pie.

For this recipe, you can use either meat.

The biggest change is the topping.

Instead of potatoes, we're making a flavorful cauliflower mash with butter, cream cheese, and a little sharp cheddar.

The result is a comforting casserole with many of the familiar flavors of Shepherd's Pie but fewer carbohydrates from the topping.

And because we're making it ourselves, we can adjust the vegetables and seasonings to suit our tastes.

Keto Mock Shepherd's Pie Recipe

Servings: 6

Preparation Time: Approximately 20 minutes

Cooking Time: Approximately 35–45 minutes

Total Time: Approximately 1 hour

Ingredients for the Meat Filling

- 1½ pounds ground lamb, ground turkey, or ground beef
- 1 tablespoon olive oil, if needed
- ½ cup diced onion
- ½ cup diced celery
- ½ cup diced carrots
- 1 cup chopped mushrooms
- 2 cloves garlic, minced
- 2 tablespoons tomato paste
- ¾ cup beef broth
- 1 teaspoon Worcestershire sauce
- 1 teaspoon dried thyme
- ½ teaspoon dried rosemary
- ½ teaspoon onion powder
- ½ teaspoon garlic powder
- ¼ teaspoon black pepper
- Salt to taste
- ½ cup frozen green beans, cut into small pieces, optional
- 1 tablespoon chopped fresh parsley, optional

Ingredients for the Cauliflower Topping

- 1 large head cauliflower, approximately 6 cups florets
- 2 tablespoons butter
- 3 ounces cream cheese, softened
- ¼ cup shredded sharp cheddar cheese
- ½ teaspoon garlic powder
- ¼ teaspoon onion powder
- Salt and pepper to taste

Optional Golden Topping

- ½ cup shredded sharp cheddar cheese
- A light sprinkling of paprika
- Fresh chopped parsley for garnish

Step 1: Prepare the Cauliflower

Begin by washing the cauliflower and removing the leaves and thick center stem.

Cut the cauliflower into evenly sized florets.

Steam the florets for approximately 10–12 minutes, or until they are fork-tender.

I prefer steaming cauliflower rather than boiling it for this recipe.

Why?

Because cauliflower naturally contains quite a bit of moisture, and we don't want a watery topping on our Shepherd's Pie.

Once the cauliflower is tender, drain it thoroughly.

Let it sit uncovered for a few minutes so excess steam can escape.

For an even drier mash, return the cauliflower to the warm, empty pot over low heat for a minute or two, stirring gently.

This helps remove additional moisture.

Step 2: Make the Creamy Cauliflower Mash

Transfer the cooked cauliflower to a food processor or large mixing bowl.

Add the butter, softened cream cheese, shredded cheddar, garlic powder, onion powder, salt, and pepper.

Blend or mash until creamy.

You can make the topping completely smooth or leave a little texture if you prefer.

I like a creamy topping that is thick enough to spread over the meat filling without running down into it.

If the mixture seems too soft, allow it to cool slightly before assembling the casserole.

Set it aside while preparing the meat filling.

Step 3: Cook the Ground Meat

Place a large skillet over medium heat.

Add the ground lamb or ground beef.

Cook until the meat is browned and fully cooked, breaking it into small pieces with a spoon.

Drain off excess grease if necessary.

If you're using particularly lean ground meat, add a tablespoon of olive oil to help cook the vegetables.

Step 4: Add the Vegetables

Add the diced onion, celery, carrots, and mushrooms to the skillet.

Cook for approximately 5–7 minutes, stirring occasionally.

The onion should begin to soften, and the mushrooms will release some of their moisture.

Add the minced garlic and cook for another 30 seconds.

I especially like adding celery and carrots to this recipe.

They contribute flavor, texture, and a little color to the meat filling.

Please use a modest amount of carrots, so they don't overwhelm the recipe with additional carbohydrates.

Step 5: Build the Savory Filling

Stir the tomato paste into the meat and vegetables.

Cook for approximately one minute.

Add the beef broth, Worcestershire sauce, thyme, rosemary, onion powder, garlic powder, and black pepper.

If you're using green beans, add them now.

Stir everything together.

Reduce the heat and allow the mixture to simmer uncovered for approximately 5–8 minutes.

We want the broth to reduce slightly and create a flavorful, moist filling.

However, we don't want a soupy casserole.

The filling should be moist enough to remain tender during baking but thick enough to support the cauliflower topping.

Taste and adjust the seasonings.

Step 6: Assemble the Shepherd's Pie

Preheat your oven to 375°F.

Lightly butter a 9-inch square baking dish or a similarly sized casserole dish.

Spoon the meat and vegetable mixture into the dish.

Spread it evenly across the bottom.

Next, spoon the cauliflower mash over the meat filling.

Use the back of a spoon or a spatula to spread the cauliflower all the way to the edges.

This helps keep the filling underneath while the casserole bakes.

Now here's a little trick.

Take a fork and gently drag it across the cauliflower topping to create decorative ridges.

Those ridges will become especially attractive as the topping browns in the oven.

Step 7: Add the Cheddar Topping

Sprinkle the remaining shredded cheddar cheese over the cauliflower.

Add a light dusting of paprika if desired.

The cheese gives the casserole a beautiful golden finish and adds another layer of flavor.

You don't have to use the additional cheese, but I think it makes the finished dish particularly appealing.

Step 8: Bake Until Golden

Place the casserole in the preheated oven.

Bake for approximately 20–25 minutes, or until the filling is bubbling around the edges and the topping is lightly golden.

For a little additional browning, you can place the casserole under the broiler briefly.

Watch it carefully!

The cheese can brown quickly.

Remove the casserole from the oven and let it rest for approximately 10 minutes before serving.

This gives the filling time to settle and makes serving easier.

Why I Like Cauliflower for the Topping

Cauliflower has a mild flavor that works beautifully with butter, cream cheese, and cheddar.

It also blends into a creamy consistency that resembles mashed potatoes visually.

But there is one important difference.

Cauliflower contains more moisture than potatoes, so proper draining is essential.

If you've ever made cauliflower mash that turned out watery, chances are it simply needed more moisture removed before mashing.

For this recipe, a thick cauliflower topping makes all the difference.

Can You Add Other Vegetables?

Absolutely!

One of the nice things about homemade casseroles is that you can work with vegetables you already have available.

Try adding small amounts of:

- Chopped zucchini
- Diced bell peppers
- Chopped spinach
- Green beans
- Mushrooms
- Celery
- Broccoli

I would keep the vegetables diced fairly small so they blend naturally into the meat filling.

You can also use a little extra carrot if you prefer, although doing so will increase the carbohydrate content.

Make It Ahead of Time

This casserole is a good candidate for preparing ahead.

Cook the meat filling and make the cauliflower topping.

Assemble the casserole, cover it, and refrigerate it for up to 24 hours before baking.

When you're ready to serve, remove it from the refrigerator while the oven preheats.

Bake until the center is thoroughly heated and the topping is golden. A refrigerated casserole may require an additional 10–15 minutes.

For food safety, reheat leftovers to 165°F.

Can You Freeze Keto Mock Shepherd's Pie?

Yes, although cauliflower mash may release some moisture after freezing and thawing.

For the best results, allow the casserole to cool completely before freezing.

Wrap it tightly or divide it into individual freezer-safe containers.

Freeze for approximately 2–3 months for best quality.

Thaw overnight in the refrigerator before reheating.

If a little moisture separates during reheating, that's normal with cauliflower-based dishes.

What Can You Serve with Keto Mock Shepherd's Pie?

This is already a substantial meal, so you don't need an elaborate collection of side dishes.

A fresh green salad with chopped tomatoes, cucumbers, and red onions would be delicious.

You could also serve it with steamed broccoli, roasted green beans, or sautéed zucchini.

And if you enjoy homemade keto bread, a slice of my **Keto Sandwich Bread That Is Sliceable and Yeast-Risen** would make a wonderful addition.

Sometimes a simple meal is the most satisfying.

Estimated Nutrition and Calories

Based on approximately six servings, using 90% lean ground beef and including the cheddar topping.

Estimated Nutrition Per Serving:

Calories: 430–470

Total Fat: 29–33 g

Protein: 31–35 g

Total Carbohydrates: 12–15 g

Dietary Fiber: 3–4 g

Net Carbohydrates: 9–11 g

These are approximate values. The exact nutrition depends on the meat, dairy products, vegetables, and portion sizes used. Ground lamb, ground turkey, and higher-fat beef will change the calorie and fat totals.

Is It Really Shepherd's Pie Without Potatoes?

That's the fun of making a mock recipe!

We're not pretending cauliflower is a potato.

We're using cauliflower to create a delicious alternative to the traditional mashed potato topping.

The meat filling still has those familiar savory flavors.

The vegetables add texture and color.

And the creamy topping gives us that wonderful baked-casserole finish.

It may not be traditional Shepherd's Pie, but it certainly deserves a place among our favorite homemade comfort foods.

Another Comfort Food Favorite Gets a Keto Makeover

What I enjoy most about creating Keto Mock Recipes is discovering how versatile everyday ingredients can be.

You can use cauliflower in soups, casseroles, and rice-style dishes.

Now you've transformed it into a creamy topping for an old-fashioned family dinner.

That's the beauty of creative cooking.

You don't have to give up the familiar dishes you enjoy simply because you're preparing meals differently.

Sometimes all it takes is changing one ingredient, adjusting the seasonings, and giving an old recipe a fresh approach.

And this Keto Mock Shepherd's Pie is a wonderful example of that!

A hearty meat filling, tender vegetables, creamy cauliflower mash, and a golden cheddar topping—comfort food with a delicious keto twist.
